Hello Karishma
Can you please explain what is wrong with D ?
As: " dispatching a https://gmatclub.com/chat to Riga," is an appositive
Can we skip this part ?
On August 21, 1991, the day Latvia regained its independence,
dispatching a https://gmatclub.com/chat to Riga, he congratulated the government on its declaration of renewed State independence based on the foundation of the 1922 Constitution
,and promised an even closer partnership between the legation in Washington D.C., the parliament and the Council of Ministers, to achieve their common goals.
Thanks a Lot !!

A. he dispatched a https://gmatclub.com/chat to Riga, congratulating the government on its declaration of renewed State independence based on the foundation of the 1922 Constitution, and promised
B. he had dispatched a https://gmatclub.com/chat to Riga, congratulating the government on declaring of renewed State independence based on the foundation of the 1922 Constitution, promising
C. dispatching a https://gmatclub.com/chat to Riga, he congratulated the government on its declaration of renewed State independence based on the foundation of the 1922 Constitution, promised
D. dispatching a https://gmatclub.com/chat to Riga, he congratulated the government on its declaration of renewed State independence based on the foundation of the 1922 Constitution, and promised
E. he dispatched a https://gmatclub.com/chat to Riga, congratulated the government on its declaration of renewed State independence based on the foundation of the 1922 Constitution, and promising
Responding to a pm:
Actually, Aditya has explained it beautifully.
When two elements are supposed to be in parallel, you put them in parallel.
He did not dispatch a https://gmatclub.com/chat and then call up on the phone to promise an even closer partnership. That wouldn't make sense.
The sentence would make sense if it implies that he dispatched the https://gmatclub.com/chat to congratulate and promise. He did both things through the https://gmatclub.com/chat. Hence the equal elements are "congratulate" and "promise". Therefore, (A) has errors too.
So the correct sentence would look like this:
On August 21, 1991,..., he dispatched a https://gmatclub.com/chat to Riga, congratulating the government ..., and promising an even closer partnership ...
