No offense taken, but I wouldn't help the original poster if I gave an opinion based on the information he provided. There's just not enough there for me to advise him, and I don't want to opine just to fill space. I'm sorry if you found my response harsh. That wasn't my intention, but I hope some of the waitlist resources I directed him to will help.

Thanks. I actually have no reason to think the TOEFL is the problem (got strong verbal gmat, strong essays)
But I am on the waitlist, and a TOEFL is one thing I can change.. and not my WE

I'm sorry, but I can't say without knowing what the other shortcomings are whether the TOEFL is more or less important than the other factors. Usually, if your TOEFL meets the minimum, you're fine. And if it doesn't meet the minimum, it's a big problem and you wouldn't be on the waitlist. If you think English is an issue, take an English class or join Toastmasters to show you are working to improve your English abilities.
