Explanation:

“New measures include... increased surveillance, requirements, and extended testing programs so A and C are wrong. ”... “programs that monitors” subject-verb do not agree, so B is out. D is wordier than E, and 'national testing programmes is better than 'on a national level' because the modifier national level should be close to the noun 'testing programmes'.
