OPTION A-Has sailed shows that action started in the past and has recently finished , which is not the case i.e the he has not finished sailing. emperor is still SAILING.So we can not use has sailed
OPTION B-He has spotted means , emperor spotted the location in the past and that action is still in effect. But the meaning is something different.
