The penultimate sentence says it all. Social workers have criticised this view ....
What is the view?
The view is that the proposed program would be a reward for substance abuse.
Now answer choices,
A. Are the activists refusing the public's view because it doesn't get enough support from the government? No.
B. We're not talking about emotions here.
C. Abuse prevention must be viewed as important as rehabilitation. Note that earlier in the argument, the proposal does both rehabilitation and abuse prevention. People may think that rehabilitated individuals don't stay sober and will again be using substance. In this case, it is a total waste of money. But then, the proposed program prevents people from relapsing, thereby moving towards a dry country. Not very convincing one, but keep C
D. argument is not worried about the taxes
E. There is no relationship between laws and the people's opinion.

So, the answer choice is C.

(E) is certainly not correct. We are looking for an option that criticises the view that 'the petition would be rewarding substance abuse.'

Option (E) doesn't address this view at all.
e.the law should be concerned with what happens after rehabilitation.

Hence it is certainly not correct.

The best of the lot is option (C).
c.abuse prevention must be viewed as an issue that is as important as rehabilitation.
It implies that abuse prevention is a separate but equally important issue. So measures must be taken to prevent but those who are already suffering, they should be cared for too. It is relevant to 'the view.'

That said, this is an unofficial question so don't worry too much about it.
