Between D and E,

IMO,
D requires an assumption that both of the park must have the same conditions. May be the visitors in the park in question do not like the park as much.
On the other hand, E makes the park more desirable to the visitors, thus adding value for money.

So E according to me. Waiting for the OA.

Premise:
1. The walking and bicycle paths in Greenfield Park are badly in need of maintenance.
2. the Parks Department does not have the funds to do the job properly. ---- is it means they have some fund ?
3. A plan has been developed to pay for the work by asking people to make a minimum donation of $3 whenever they use the paths.

Conclusion: Plan need to be successful.

Pre-thinking - When plan will be called success ? when it will be implemented successfully. for that we need funds. for funds. adequate number of people need to make adequate donation. So that right fund is collected. Why people will donate ? Some attraction must be shown to them. Some purpose that they want to visit this place and feel obliged to donate.

A. When polled, a majority of residents living within 10 miles of Greenfield Park thought that the paths were in need of repair. --- Let say this is true. Just poll is sufficient for plan to be successful.

B. The expectation of a particularly rainy summer has led officials in the Parks Department to predict that the paths in Greenfield Park will soon become greatly degraded. ----- So a new problem on top of older one.

C. When other nearby parks improved their walking and bicycle paths, there was an increase in the number of people who used those paths. --- I think it is weakner. if so more people will go there and less will come here. lesser will give $3.

D. Substantial funds were raised by several other parks near Greenfield Park that put in place a policy of asking for donations from people who used the paths. --- so near by park raised fund, then why this park will be able to raise similar funds. many assumptions needed to cover this. may be some other reason/attraction .

E. The gardens and playgrounds in Greenfield Park were given significant improvements during the previous spring. --- As it left last and we don't have any answer. this should be answer. but for argument sake. So why this will help for our plan to succeed ?
1. Now we know out park has an attraction - Greenfield Park were given significant improved -- The gardens and playgrounds.
2. What will be the use of this investment if walking and bicycle paths in Greenfield Park are badly in need of maintenance.

I think answer should be E.

This looks like to support the argument but wait, nearby parks already improved the paths, here we are talking about to raise funds to first make those paths walk-able.

D. Substantial funds were raised by several other parks near Greenfield Park that put in place a policy of asking for donations from people who used the paths. - Correct. This indicates that if similar plans have succeeded in past then it will be successful this time as well.

E. The gardens and playgrounds in Greenfield Park were given significant improvements during the previous spring. - Incorrect. We are talking about improvement to paths.

Plan:(since the parks department does not have funds) To ask people to make donations of min. $3 whenever they use the paths

A strengthen question

A. When polled, a majority of residents living within 10 miles of Greenfield Park thought that the paths were in need of repair.The word "thought" is the giveaway. Though a majority thought that the paths needed repair, we don't know if they'd be willing to pay donations, if they use the paths.

B. The expectation of a particularly rainy summer has led officials in the Parks Department to predict that the paths in Greenfield Park will soon become greatly degraded.This talks about the roads getting further degraded. Not about whether the plan will succeed. Eliminated

C. When other nearby parks improved their walking and bicycle paths, there was an increase in the number of people who used those paths.We want a strengthener which talks about the validity of the plan. The option talks about other parks which improved their paths, but we don't know how. They could have been improved by sources other than donations

D. Substantial funds were raised by several other parks near Greenfield Park that put in place a policy of asking for donations from people who used the paths. Rightly gives information about the plan discussed in the first place. If nearby parks were successful in collecting funds from people using their paths, it is likely that the same would happen with the park in question. Keep D

We are looking for an answer that will support the plan in the prompt being successful.

B. The expectation of a particularly rainy summer has led officials in the Parks Department to predict that the paths in Greenfield Park will soon become greatly degraded. This answer introduces a new problem for the park but doesn't provide a clear answer about if the plan would be successful.

C. When other nearby parks improved their walking and bicycle paths, there was an increase in the number of people who used those paths. irrelevant- this gives us information about the results of improving the park but not if the plan outlined in the prompt will be successful

D. Substantial funds were raised by several other parks near Greenfield Park that put in place a policy of asking for donations from people who used the paths. correct answer- This statement strengthens the argument because it provides support to the outlined plan being successful in the past so it could have similar results in this case as well

E. The gardens and playgrounds in Greenfield Park were given significant improvements during the previous spring
Irrelevant- This provides no information about the walking paths so doesn't provide any support that the plan would be successful.

Final answer: D is the best answer choice
