Hi,
I attempted a question a couple of days back that has the same thing going on-phrase as the subject. The official explanation said that in such situations, subject is always considered singular. I tried to search for that post but failed.
Anyway, I'll go through each answer choice and try to choose the best.

Quote:

One would be wrong to guess AT something. Incorrect
Quote:
B. what the implications the revision to the laws governing interpreters in courtrooms is
I believe is correct for the reason stated above, even though implications is plural.
Quote:
C. what the implications the revision to the laws governing interpreters in courtrooms have
"What implications have for participants...." does not make a whole lot of sense.Incorrect
Quote:
D. at the implications the revision to the laws governing interpreters in courtrooms has
Same as A. Incorrect
Quote:
E. as to the implications the revision to the laws governing interpreters in courtrooms
Guess as? there is no parallel/simultaneous action presented. Incorrect

A. revision to the laws has implications and not have .......
C can be eliminated on similar term.
B . Revision to the laws has implication. It cannot be revision is implication.
C. Revision to the laws ......verb is missing....

Best answer is D.

This question is very confusing... is it correct to use guess at something?
How is option D correct?
I also did not understand the meaning of the statement can someone pls explain

(D) is the correct answer

(A) incorrectly uses the plural verb "have" for the singular "the revision"

(B) incorrectly uses the singular verb "is" for the plural subject "implications"

(C) incorrectly uses the verb "to have" for the subject "implications." Implications should take the verb to be, i.e. "are"

(D) is the correct answer.

(E) uses the incorrect idiom "guess as to."
