Hello!

Essentially, (C) has two problems:
    The first part of (C) describes the boldfaced statement as supporting a strategy that the argument endorses. If we look at other parts of the argument, there's no doubt that (C) is acting in a supporting role--the sentence immediately after it begins with a therefore and thus constitutes a pretty clear consequence to the consideration raised in the first boldfaced portion. However, that consequence--that drink manufacturers put up stalls and distribute samples--is not a strategy that the author seems to endorse. This is evident in the following sentences, in which the author uses negative words (particularly force) to convey that the next-level consequences of the distribution-of-samples strategy are negative.

    The second part of (C) is also problematic. As stated, the therefore at the beginning of the sentence containing the second boldfaced portion indicates that this sentence is being presented as a consequence of the previous statement. As such, this sentence can't serve as the grounds for the consideration in that previous sentence; because grounds is another word for foundation or support, the consideration itself is serving as the grounds for the strategy presented in this sentence.

Answer (E) better reflects the relationship between these two pieces. In boldface questions, comparing answer choices (the way you might in Sentence Correction questions) is one of the better ways to make a decision and can reduce the complication of the question to a simple binary choice. Comparing (E) to (C), there are a lot of differences in language, but the most significant difference in language in the first part of each answer is that while (C) claims that the argument endorses the strategy (which is problematic for the reasons mentioned above), (E) implies that the argument is not totally positive about this strategy. The relationship between the two statements is also correctly presented in (E), which refers to the first boldfaced portion as the basis for the course of actionin the second boldfaced portion.
