Can you elaborate when u say, we don't have any time reference for choosing present perfect continuous tense i.e Option C; I am confused since "Over the past few decades" is mentioned and can this not be used as a time reference?
Moreover, why should I choose E when something in the question has a link to the past which should be considered in the answer?
