E/D- use of which as restricting pronoun isn't appropriate here
A- "prohibit that PF allow" would have been the correct subjunctive structure
Between-B and C prohibiting to allow is an unidiomatic usage.

the meaning is that the law prohibits places from allowing outside smoking within 25 feets of their gates, windows and vents.
Prohibit from is idiomatic.
