Since I wish to pursue a master degree in finance, I believe that improving my Q would be crucial in making me a competitive applicant. Therefore, gmatclub community, I would like to ask you what are some good tools and techniques to improve my Q score.
Furthermore, to get a better grasp of what schools I should consider applying in the future, What are some good Master of Finance programs that you guys would recommend, given my current GMAT score and an undergraduate GPA of a mere 3.

First of all your Quant is not low and your overall GMAT score is good.
You will find a lot strategies and advice here on forum regarding quant just search for it.
Regarding Master in Finance you have a lot of rankings on web, like QS world university rankings, US news rankings, Poets and Quants rankings, Financial Times rankings etc. but one website that may help a lot along with rankings and other useful info is specialized
www.master-of-finance.org In all those rankings besides plethora of useful information you will also be able to compare them regarding your GMAT score of 710 to see where you stand and where you have best chance to get in, but besides that I will pay attention to location also and decide in advance where you want to study for instance Europe or US, Canada, Australia etc. also does city suits you, big city versus more quiet community, climate etc. in order to shape and cut your application list.
Bottom line, you should apply where you want to go and can live, where you can envision yourself, ranking and opinion of others should not matter much to you in deciding, we are all different, that is just initial source of information.
