A recently published study shows that only 14 percent of dog owners in Hamilton County have pet licenses. But 50 percent of dog owners fined for not having their dogs on a collar and leash had pet licenses. It is clear that dog owners who possess licenses for their pets are more likely to commit the no-collar offence regularly than are dog owners who do not. This conclusion depends on which of the following assumptions?

A. Many of the dog owners who were fined for not putting their dogs on a collar and leash were fined more than once in the time period considered by the study.

B. Pet owners in Hamilton County have been fined for the no-collar offence more often than have pet owners in other counties not covered in the study.

C. The number of dog owners who were fined for not putting their dogs on a collar and leash was greater than the number of dog owners with pet licenses.

D. Dog owners with pet licenses are less likely to be fined for not putting their dogs on a collar and leash than are dog owners who do not have licenses.

E. Dog owners who are fined for not putting their dogs on a collar and leash are more likely to avoid putting their dogs on a collar and leash more often than are dog owners who are not fined for this offence.

I guess the key here is the word 'regularly' in the conclusion. owners with PL and dog leash on= OPD, owners without PL and dog leash on= OWPD
Conclusion: OPDs are more likely than OWPDs to be caught more than once, i.e , regularly, which is exactly what the answer choice E describes.

Answer E is correct:

E Dog owners who are fined for not putting their dogs on a collar and leash are more likely to avoid putting their dogs on a collar and leash more often than are dog owners who are not fined for this offence.

Only answer that talks about the dog owners fined with the no collar offence

Hi Sonal,
As far as I believe, it is because we cannot say anything exactly about the no of dogs, since the data in the question mentions the percentage (likelihood), this is a very typical GMAT trap.

Can someone explain why E is correct?
The conclusion from the passage is: dog owners who possess licenses for their pets are more likely to commit the no-collar offence regularly than are dog owners who do not.

Option E is not talking about the dog owners with licenses at all. What E is saying is equally true for both dog owners with license and dog owners without license.

Mathematically it goes like this.
50% of 14% = 50% of 86%.
So there will be many dog owners in 14%(with licences) who were fined several times.
Only option E provides that information.
