It’s preferred but not the rule- I am sure they will still consider you though timelines will be squeezed..
They do offer very limited scholarships

All due respect, I don't think R3 is a good choice as well. According to what I know, It's easy to understand that most seats will be filled by R3. In this year, R2 is extended for 2 weeks, which means more seats will be occupied than ever.

But maybe I'm wrong. If you applied already, just prepare and keep your fingers crossed for interview invitation.
