To match with the modifier " Navigating a crisis that required skillful handling" , diplomats should be the subject.

A. not only did diplomats negotiate a workable truce, it was done simultaneously while avoiding
B. not only was a workable truce negotiated by diplomats but they, also simultaneously avoided
Passive and active voice: incorrect parallelism
C. a workable truce was negotiated by diplomats who also avoided simultaneously
D. diplomats negotiated a workable truce, simultaneously while avoiding
E. diplomats negotiated a workable truce and simultaneously avoided

Most -ing modifiers represent an action. The do-er of the action in the modifier should follow the modifier when a sentence starts with that modifier.
A, B and C are out for the reason stated above.
simultaneously while is a redundant structure as both words imply simultaneity.
So, the Answer is E
