Earlier while reading the question, my prethinking mind started on the course of --
'oh wait, what if pollution isnt coming from carbon monoxide which these sycamore trees can withstand and so how come planting trees is going to help reduce pollution? '
Well , I was going into a wrong cycle and using that cycle E does not seem to be a good option.
However, the key to these questions 'weaken' is which option weakens the conclusion? The conclusion is that these new trees will reverse the trend of dying trees.

This is true, the conclusion isnt that pollution will be reversed or anything-- the pollution may remain --.
Only E says that these trees may also have a chance of dying quicker because of acid rain. This actually weakens among all other bad choices.

Another choice that tempted me was B--That automobile manufacturers may introduce more efficient vehicles, reducing air pollution.
This choice is irrelevant to the central argument -- planting sycamore trees will reverse the trend of dying trees.

The most important thing with these questions is the central argument. As long as we can stay close to it, we are better off!

Well I am not completely convinced with the OA. Why cant we think of option B in this way?
Automobile manufacturers are developing newer car models that emit significantly fewer pollutants--> Carbon monoxide emission significantly reduces--> Hence Sycamore trees will find it difficult to thrive in the environment --> which in turn weakens the conclusion that Govt will be successful in its strategy to reverse the cycle of dying trees !

My counter to you
1. Not thriving doesn't mean the trees will die. Maybe their growth, health will be hampered
2. Emissions/car will reduce but you don't know whether the total no of vehicles will remain same
3. E is best among the lot as it explicitly mentions that these trees cannot withstand acid rain
