I was at firs confused with D (like) and E (such as) but now i understand that 'like' can only be used to state examples rather than show examples.

Additional incentives to teach in the inner cities, such as tuition reimbursement, is giving prospective teachers more to consider when planning where to settle.

(A) such as tuition reimbursement, is - Usage singular "is" is incorrect
(B) like tuition reimbursement, is - Usage singular "is" is incorrect
(C) tuition reimbursement being one, is - Usage singular "is" is incorrect
(D) like tuition reimbursement, are - Usage of "like" is not correct, it should be "such as"
(E) such as tuition reimbursement, are - CORRECT

Hence, Answer is E

slightly confused between D and E

Can we write D as
Like tuition reimbursement, Additional incentives to teach in the inner cities
are giving prospective teachers more to consider when planning where
to settle.

E option is
Additional incentives to teach in the inner cities, such as tuition reimbursement,
are giving prospective teachers more to consider when planning where
to settle.

Understand in E example is shown by such as but how about option D. It is clearly showing similarity between tuition reimbursement vs additional incentives.
