Additional incentives to teach in the inner cities, such as tuition reimbursement, are giving prospective teachers more to consider when planning where to settle.

Such as is used to show examples , so only options (A) and (E) are correct...

Further , Additional incentives , being plural requires a plural verb , so only (D) and (E) are correct...

Thus among the given options only option (E) satisfies both the conditions , hence this is the correct answer...

I was at firs confused with D (like) and E (such as) but now i understand that 'like' can only be used to state examples rather than show examples.

slightly confused between D and E

Can we write D as
Like tuition reimbursement, Additional incentives to teach in the inner cities
are giving prospective teachers more to consider when planning where
to settle.

E option is
Additional incentives to teach in the inner cities, such as tuition reimbursement,
are giving prospective teachers more to consider when planning where
to settle.

Understand in E example is shown by such as but how about option D. It is clearly showing similarity between tuition reimbursement vs additional incentives.
