Such as is used to show examples .
Incentives is plural

(A) such as tuition reimbursement, is - Subject verb agreement error
(B) like tuition reimbursement, is - Subject verb agreement error , like to used to state examples
(C) tuition reimbursement being one, is - Subject verb agreement error and usage of being is redundant 
(D) like tuition reimbursement, are - like to used to state examples
(E) such as tuition reimbursement, are - Correct answer

I was at firs confused with D (like) and E (such as) but now i understand that 'like' can only be used to state examples rather than show examples.

Can we write D as 
Like tuition reimbursement, Additional incentives  to teach in the inner cities 
are giving prospective teachers more to consider when planning where
to settle.

E option is 
Additional incentives to teach in the inner cities, such as tuition reimbursement,
are giving prospective teachers more to consider when planning where
to settle.

Understand in E example is shown by such as but how about option D. It is clearly showing similarity between tuition reimbursement vs additional incentives.
