The original says - housing prices in counties - while choices B and E say housing prices of counties, as if the counties themselves are up for sale. Wrong intent and so let’s drop them.
C and D – Where is the mention of counties in the choices? What a miss?

This is not grammatically correct. Where did this question come from?

I said B. Are you sure the OA is A? A is such a jumbled mess, and if nothing else, "yet being still low enough" is horrible. B is the only choice which is grammatical.

Well explained. A it is. I went for D but then realized the answer is missing "in counties". +1 for you
