ANSWER E

Author's conclusion: the idea of the financial controllers may not be effective because a catalyst used in the process cannot withstand such levels of temperature fluctuations.

Starting with the second statement: the manufacturing costs can be significantly reduced without risking the loss of the batch
This is something opposite of what the author thinks. A & D are out
Also this not a condition, more of a proposal or a plan. Hence C is also out

First statement: growing the virus successfully is the most important step of manufacturing the vaccine
The author clearly agrees with this statement, not his opinion. B is out.

Information:
Vaccine production requires growing a virus which grows at -65 to -67 temperatures but can also grow as high up to -50 temperatures
Some financial analysts think that since growing the vaccine is the most important, and if it can grow in lower temperatures then why not save some money in the process as well
But their plan might not work since there is a catalyst involved which does not function well in temperature fluctuations
Let us now jump into the options
