We're trying to find a second reason in support of this conclusion:

In my own words, the conclusion we need to support is "The new rules won't reduce total injuries to people falling off bikes."

There are 2 different ways to support this type of negative-space statement ("WON'T REDUCE total injuries"):
• The answer choice could be something that will INCREASE total falling-off-bike injuries,
OR
• The answer choice could just show that the new rules are IRRELEVANT to falling-off-bike injuries.


The goal is to find either of these.

Let's look at the choices;

Quote:
A. parents cautiously engage the safety mechanism before the children go out riding bicycles.

This extra safety measure would be likely to reduce injuries. Wrong way.

Quote:
B. bicycles with the additional safety mechanism would be expensive and hence there will be a drop in the sales of childrens’ bicycles.

This won't have any effect on each individual rider's probability of being injured—but if the bikes become less affordable overall, then there will be fewer riders.
We're interested in the TOTAL number of injuries (NOT injuries per rider!). This would actually have the effect of reducing that total, so, nope. Wrong way.


Quote:
C. as many as 80% of the new learners have been reportedly injured at least once by falling from a bicycle.

No connection to the new rule or the new mechanisms.

Quote:
D. the injuries resulting from falling from bicycles are in most cases not serious.

Well, that's good? Hah... but the only thing we're monitoring is the total number of injuries. We're not monitoring the seriousness of the injuries.

This is it! If this is true, then kids will be taking more attempts each at riding bikes WITHOUT the new mechanism engaged. That's going to translate into a proportional increase in falling injuries.

Find the option that is in line with the overall passage.

A. parents cautiously engage the safety mechanism before the children go out riding bicycles.
Out of scope
B. bicycles with the additional safety mechanism would be expensive and hence there will be a drop in the sales of childrens’ bicycles.
Irrelevant. Expensiveness and sales are not mentioned in the argument.
C. as many as 80% of the new learners have been reportedly injured at least once by falling from a bicycle.
Incorrect. Gives more reason for the success of the new regulation
D. the injuries resulting from falling from bicycles are in most cases not serious.
The nature of injuries is out of scope.
E. children wish to learn to ride bicycles unaided by any additional safety mechanism as fast as they can.
Correct. It shows that the regulation will hamper the children's learning.

Conclusion : However this regulation would most probably not retard the rise of the number of injuries from falling from a bicycle

Premise 1 : the fall-proof mechanism slows down the learning process by providing extra stability that is not experienced while riding a standard bicycle without such a mechanism

Premise x (Guessing) : and … as the fall proof can be disengaged, users may while having the fall proof mechanism disengaged to learn as fast as possible



Now lets look at propositions :

A. parents cautiously engage the safety mechanism before the children go out riding bicycles => doesn’t help the conclusion, because if the fall proof mechanism is engaged the number of fall/injuries will decrease so INCORRECT
B. bicycles with the additional safety mechanism would be expensive and hence there will be a drop in the sales of childrens’ bicycles => doesn’t help the conclusion, because if there is drop in sales of children’s bicycle the number of fall/injuries will decrease so INCORRECT

C. as many as 80% of the new learners have been reportedly injured at least once by falling from a bicycle => Doesn’t help the conclusion, has no effect/relation with the conclusion => INCORRECT
D. the injuries resulting from falling from bicycles are in most cases not serious. => Doesn’t help the conclusion, has no effect/relation with the conclusion => INCORRECT

E. children wish to learn to ride bicycles unaided by any additional safety mechanism as fast as they can => is close to our guess, so this is the answer => CORRECT

Conclusion - this regulation would most probably not retard the rise of the number of injuries from falling from a bicycle
Why? - two reasons.. First reason is given .. we need another reason why

A. parents cautiously engage the safety mechanism before the children go out riding bicycles. - this means injuries should decrease.. We need reason injuries wont decrease .. Incorrect
B. bicycles with the additional safety mechanism would be expensive and hence there will be a drop in the sales of childrens’ bicycles. -- Drop in sales of childrens bicycle is not the scope of argument -- Incorrect
C. as many as 80% of the new learners have been reportedly injured at least once by falling from a bicycle. -- That does not explain why injuries wont decrease -- Incorrect
D. the injuries resulting from falling from bicycles are in most cases not serious. --- This does not explain why injuries wont decrease -- Incorrect
E. children wish to learn to ride bicycles unaided by any additional safety mechanism as fast as they can. -- this means students wont use the safety mechanism and so the injury rate will remain the same - CORRECT

To combat bicycle related injuries, manufacturers are urged to put in safety fall safe mechanisms to help the children learn and avoid injuries. But as per the author/argument, it will not result in the change expected because these additional safely fall safe mechanisms slow the learning process and ___________ (we need to complete it now)
Come to pre think the situation, mechanisms slow the learning process and injuries will still happen point only to 1 thing, that children are in a hurry to learn and remove these mechanisms and ride freely

Only point E clearly illustrates this point

The structure of the argument in the passage is as follows:

    Conclusion: The rise in the number of injuries will not be retarded.

    Premise 1: The mechanism slows down the learning process
    Premise 2: ….. (to be selected from the list A to E)

Apparently premise 1 by itself does not have direct bearing on the conclusion, unless we introduce premise 2 that complements premise 1 in such a way that premise 1 and premise 2 collectively lead to the conclusion.

A. This option gives a reason that the rise in the number of injuries would be retarded. If the parents engage the safety mechanism, it is more likely that there would be fewer cases of injuries from falling down from the bicycle.

B. This option also gives a reason that the rise in the number of injuries would be retarded. If there are fewer bicycles sold, it is likely that fewer children would ride bicycles and hence there would be fewer injuries.

C. This option is irrelevant. What proportion of the children are injured has no bearing on determining whether the new regulation would have an effect on retarding the rise in the number of injuries.

D. This option is irrelevant. Whether the injuries are serious has no bearing on determining whether the new regulation would have an effect on retarding the rise in the number of injuries.

E. Correct. This option in conjunction with premise 1 gives a reason that the rise in the number of injuries would not be retarded. If the children want to learn to ride a bicycle unaided by a fall-proof mechanism as fast as they can and the fall-proof mechanism slows down the learning process, it is likely that the children would disengage the mechanism while riding; therefore introducing the mechanism would not have an effect on the rise in the number of injuries because the mechanism would not be used whatsoever. Here it is to be noted that the regulation requires the manufacturers to provide a fall-proof mechanism on children’s bicycles but does not require the children to engage such a mechanism while riding.

This question is asking to assume the reason behind why the fall-proof mechanism will not retard the rise of number of injuries.

Option E: When put in the space, it looks like this - this regulation would most probably not retard the rise of the number of injuries from falling from a bicycle because the fall-proof mechanism slows down the learning process by providing extra stability that is not experienced while riding a standard bicycle without such a mechanism and children wish to learn to ride bicycles unaided by any additional safety mechanism as fast as they can.

The clauses connected by end, are in parallel in logic and meaning. Also, proves the point.

Here the passage is concluding that the regulation will not be successful as the fall-proof mechanism slows down the learning process by providing extra stability that is not experienced while riding a standard bicycle without such a mechanism.
No other aspects are responsible for the failure of the plan.
This is only possible when the mechanism is active. So it logically follows answer choice A.
A. parents cautiously engage the safety mechanism before the children go out riding bicycles.
Hence correct answer choice is (A) IMO
