Does not matter if its 80% or 100%

This question is asking to assume the reason behind why the fall-proof mechanism will not retard the rise of number of injuries.

Option E: When put in the space, it looks like this - this regulation would most probably not retard the rise of the number of injuries from falling from a bicycle because the fall-proof mechanism slows down the learning process by providing extra stability that is not experienced while riding a standard bicycle without such a mechanism and children wish to learn to ride bicycles unaided by any additional safety mechanism as fast as they can.

The clauses connected by end, are in parallel in logic and meaning. Also, proves the point.

Even if parents cautiously engage the safety mechanism before the children go out riding bicycles, we know that the rider can disengage it. Hence this is not correct.

B. bicycles with the additional safety mechanism would be expensive and hence there will be a drop in the sales of childrens’ bicycles.

Not in scope of the argument

Doesn't tell us why the plan wont work

We are not concerned about the type of injury cause, hence this is not in scope.

This is correct, because we know that the safety mechanism can be engaged or disengaged as per the wish of the rider, so its likely that the children will remove them.

We need to find an answer choice that helps to prove that the new regulation will fail in its objective to reduce number of injuries from falling from a bicycle.

The argument mentions that fall-proof mechanism slows down the learning process, so the only logical answer is E because it directly relates to the slow down process. Also, it is given that additional fall-proof mechanism can be engaged or disengaged as per the wish of the rider. Hence, answer would be E.

If the parents cautiously engage the safety mechanism then the new regulation would be a success. Hence, A is out.

The objective is not to sell more bicycles or anything related to cost/ SP. B is deviating us from our main objective stated above and hence is wrong.

80% of the new learners have been reportedly injured at least once by falling from a bicycle is a data of the past. It is in no way indicating whether the near future new regulation will be successful in its purpose. Hence, C is wrong.

It does not matter whether the injuries are serious or not. The only thing we are concerned is that the number of injuries should reduce. Hence, D is out.

Answer is E for the reasons stated above.
