Conclusion: The outgoing mayor thinks that the campaign would be ineffective in keeping the underground metro stations clean in the long run.

Any answer choice that can show that there will be some long term plans or regulations in place for keeping the underground stations clean will weaken the conclusion.

A. The above-ground platforms of the metro rail stations are also dirty and there is no cleaning campaign planned for them.

Not related to the underground stations.

B. Regular cleaning schedule for the underground stations will be introduced by the new mayor after the four week campaign ends.

This option tells that there is indeed a plan for the long term to keep the underground stations clean. Hence the correct answer choice.

Not relevant to the argument.

--> Correct. A follow up program could well create doubt in the outgoing mayor's assumptions

According to the outgoing mayor the plan will not be a success after the campaign ends. To weaken this conclusion, we need to find the option that gives us a reason that even after the campaign ends the place will remain clean.

A. The above-ground platforms of the metro rail stations are also dirty and there is no cleaning campaign planned for them.
Out of scope. We need to discuss about the underground metro rail stations.
B. Regular cleaning schedule for the underground stations will be introduced by the new mayor after the four week campaign ends.
Whether the Regular cleaning schedule is enough to make place clean in future. We don't know.
C. The majority of people of Kolta who commute by metro rail stations did not vote for the new mayor.
Irrelevant. Gives more reason to believe that the people will not make the plan successful after the campaign ends.
D. The commuters throw trash in undesignated areas only if there is already trash lying around in these undesignated areas.
If the commuters only throw in undesignated areas then after 4 weeks they will not throw trash because they will not find any such areas.
E. The amount of trash accumulated on the metro station platforms is enormous, making the cleaning campaign costly.

Conclusion: the four week intensive campaign would NOT be effective in keeping the underground metro stations clean in the long run after the campaign ends

We want to find what weakens this conclusion and actually ensures the underground metro stations stay clean in the long run after the campaign ends

A. The above-ground platforms of the metro rail stations are also dirty and there is no cleaning campaign planned for them. We are not interested in above ground platforms
B. Regular cleaning schedule for the underground stations will be introduced by the new mayor after the four week campaign ends. If this is needed to be done then this actually strengthens the outgoing mayor's conclusion i.e. that the new mayor's campaign failed
C. The majority of people of Kolta who commute by metro rail stations did not vote for the new mayor. Voting has nothing to do with the conclusion
D. The commuters throw trash in undesignated areas only if there is already trash lying around in these undesignated areas. CORRECT
E. The amount of trash accumulated on the metro station platforms is enormous, making the cleaning campaign costly. Costs are irrelevant here

Underground stations are dirty because commuters throw trash anywhere. New Mayor has said a 4 week intensive cleaning program to keep them clean but outgoing mayor says it will not stay clean in the long run after the 4 week program ends. Weaken the outgoing mayor's claims.

We are only concerned with underground, not overground. ELIMINATE

B. Regular cleaning schedule for the underground stations will be introduced by the new mayor after the four week campaign ends.
YES! If regular cleaning is carried out even after the program ends, it will stay clean and thus we weaken the claim of the outgoing mayor. ANSWER

Irrelevant, we are concerned with the program and clean station, not voting. ELIMINATE
