Conclusion: The average speed of the sprinters at Acerunners has risen this year.

Evidence: According to the manger the number of incoming sprinters is higher than the outgoing ones and average speed of the athletes who joined higher than the average speed of all the sprinters of the club.

So any answer choice that will show that the speed of the outgoing sprinters did not negatively affected the average speed of the sprinters of the club will reinforce the conclusion.

A. The average speed of the sprinters in Sportsville is lower than those of the adjacent city.

Irrelevant to the argument.

B. This year many athletes leaving Acerunners retired from Athletics permanently.

Does not mention any speed related issues. Irrelevant.

C. The average speed of all the sprinters at Acerunners this year is the highest among all the clubs in Sportsville.

But this does not mention whether the average speed of the sprinters at Acerunners has risen. So not correct.

D. The sprinters who left Acerunners were on an average slower than the sprinters of Acerunners.

This correctly shows that the outgoing runners were slower. And as they were replaced by faster runners, the average speed of the club must have risen.
Hence correct answer choice.

E. Some new marathon runners whose average speed is higher than that of all the marathon runners of Acerunners joined the club this year.

Cannot make judgement on the overall average speed from this.

--> Does not provide reasoning for the increase this year. It could have been the same situation last year too.

--> This would definitely suggest why there was an overall increase in the average speed

We need to strengthen the conclusion that average speed of the sprinters at Acerunners has risen this year keeping in mind the the number of leavers is less than the number of runners who joined.

A. The average speed of the sprinters in Sportsville is lower than those of the adjacent city.
Comparison between Sportsville with adjacent city is out of scope.
B. This year many athletes leaving Acerunners retired from Athletics permanently.
The retirement of the leavers has nothing to do with the current sprinter's average.
C. The average speed of all the sprinters at Acerunners this year is the highest among all the clubs in Sportsville.
We don't know what was the average speed prior to current year. Doesn't strengthen the fact that average has increased.
D. The sprinters who left Acerunners were on an average slower than the sprinters of Acerunners.
Correct. More sprinters joined with more average speed than the ones left. So overall average will increase.
E. Some new marathon runners whose average speed is higher than that of all the marathon runners of Acerunners joined the club this year.
Whether these few marathon runners are sufficient to increase the average. May be other with very low average also joined.

We need to strengthen this conclusion. Let us examine the options
