A is insufficient as there might be other vehicles on the highway apart from trucks and convertibles
B is sufficient

Assume total number of vehicles = x
Number of trucks = x/4

Number of vehicles that exceed SL = x/5


Number of trucks on the highway exceed the speed limit = y

Number of the vehicles that exceed the speed limit are convertibles = x/10


We need to figure out x.

Statement 1 - It gives you value of y. But you have no idea about x.

Insufficient

Statement 2- Gives you the value of x/4 or x.

Sufficient
