Who hopes to avert? Congress. The subject in the underlined portion should be "Congress".

D. Congress proposed
E. Congress will have proposed

"won" and "could" clearly shows that it is a situation in the past.

D. Congress proposed

I went with D.

The sentence has a modifier error where 'it' is used wrongly.
It is now either D or E.
The future perfect 'will have proposed' is incorrectly used here.
Thus, D.

Who is Hoping......? Answer to this question has be a NOUN. Noun is present only in option D & E.

Since the question is testing MOOD, only option D fits the bill.

Hence answer is D

Hence,correct answer must be (D)

Let me know if I am wrong in my analysis.

This whole phrase is a modifier which is modifying "Congress". It says Congress is the one hoping to something and Congress proposed something.
As modifier has to be close to the noun it is modifying, options A, B and C are out as "Congress" is far off from its modifier.
Now it's between D and E. Option E says "Congress will have proposed", but the original sentence says "Congress" has already proposed. Tense mismatch. Thus, answer is D: "Congress proposed" which is short, clear and concise.

Hoping to avert another situation in which the candidate who won the popular vote could lose the electoral vote, it was proposed by Congress that the Electoral College be abolished.

From the meaning of the sentence, we can deduce that the verb-ing modifier should modify Congress. Hence, Congress should be placed immediately after the modifier.

This eliminates A,B and C.

The choice between D and E is on the basis of tense. There is no indication in the original sentence for the use of future perfect tense. Hence, eliminate E.

Option D is the answer.

Hoping to advert is modifying Congress, so eliminate A,B and C.
Option E changes the intended meaning of the sentence. So option D should be the answer.

will have done is used to show an action which is finished at present or a point of time in future
by now, she will have finish the class
by next week, she will have finished the class

we need a point of time, in present or future, to use will have done. E has no point of time. e is gone.
