Hey! I just graduated from INSEAD a few months ago and can help answer these questions:
Who assesses the scholarship applications, and what do they see? Ans: There is a scholarship committee independent of the admissions committee. They look for a combination of merit (academics, work achievements, etc), your profile's relevance to the scholarship you applied (e.g for a diversity scholarship how have you helped solve problems in a diverse world, etc) and also your financial situation. Thus, you can count it as a combination of needs based and merit based evaluation criteria.
And would a person assessing one scholarship application see my answers for the others? Depends. There are some endowment scholarships which are looked at only by the person who is sponsoring the scholarship. For e.g. the L'Oreal Scholarship is only seen by the L'Oreal people. The scholarship committee will see all other scholarship apps. There's also this whole ceremony in the first month at INSEAD where you go and meet the people who sponsored your scholarship and you'll be surprised how many endowed scholarships there are.
