For Option A - "need only to cite" is correct usage or "need only cite". I eliminated Option A because "to" was missing.

Actually it "need only cite" is correct here .. though I still have reservations on this usage...

"Need only cite" - is UK usage not USA usage... But this looks like a law or some sort of USA so I'd be skeptical about it... Try to look for other eliminating points ..
