(C) with....that... gives an example or demonstation of something. In this case, Bethelham Steel going under

I think its "B"

"AS" represents a cause representation to Steel industry's radical change not "With".

In hindsight, I was wrong. Shouldn't have answered this question at 2am. "...as...such...as..." (B) is the better choice.

It seems B is logically right, but I think I am lost. Can anybody explain the structure of the following expression in terms of modifier, independent and/or dependent clause.

The steel industry has changed radically over the last two decades, as large, integrated companies, such as Bethlehem Steel, that once conducted operations from mining at one end of the process to shipping at the other have greatly downsized, or in some cases shut down altogether.
