The clue hers is to know what or which or who dose not have natural predators. Wildlife officials can not have predators, so dump A, B and E. New Jersey, a place also can not have predators. So drop D. What is left is C, indicating logically that the deer population has no natural predators and that is the obvious choice

Option D contains "have" at the end of the underlined part ... the subject of the "have " is population ...which is singular ..hence it is wrong ....the sentence must contain "has" rather than "have"

By the way what is source of this question

the question is testing misplaced modifier.
"With no natural predators and expanses of green suburban neighborhoods that allow no hunting" is supposed to modify the deers population, not New Jersey or the official.So, it(the modifier) must have "deers" next to it.
Remember the rule for noun modifier: the modifier must touch the noun it modifies.

A. modifies wildlife officials
B. modifies estimate
C. modifies the deer population
D. modifies New Jersey
E. modifies wildlife officials

Why is C better than D? Please explain.

D is changed the importance of " with expanse of green.." as reason & "Without natural predators and no hunting allowed" is awkward.

modification to the deer population in new jersey seems appropriation
