A. exchanged between the atmosphere on the one hand and the oceans and terrestrial plants on the other
Best option

B. exchanged, on the one hand, between the atmosphere and the oceans and terrestrial plants, on the other
(1) structurally, it seems like “the atmosphere and the oceans and terrestrial plants” are three different entities and not two groups; thus, it should be “among”

C. exchanged between, on the one hand, the atmosphere, with the oceans and terrestrial plants, on the other
(1) “between…with…” – wrong idiom

D. exchanged, on the one hand, among the oceans and terrestrial plants, and the atmosphere, on the other
(1) “among” is used with 3 or more items; but within this option, we are comparing two groups: (i) “the oceans and terrestrial plants” with (ii) “the atmosphere”

E. exchanged among the oceans and terrestrial plants on the one hand and the atmosphere on the other
(1) “among” is used with 3 or more items; but within this option, we are comparing two groups: (i) “the oceans and terrestrial plants” with (ii) “the atmosphere”

Between is used to compare within two elements but among is used to compare more than two things, E and D are Eliminated. B and C have awkward construction.
The answer is A.

A.exchanged between the atmosphere on the one hand and the oceans and terrestrial plants on the other - Correct
B.exchanged, on the one hand, between the atmosphere and the oceans and terrestrial plants, on the other - meaning is unclear as we don't know the 2 groups here
C.exchanged between, on the one hand, the atmosphere, with the oceans and terrestrial plants, on the other - Between .. with is not idiomatic
D.exchanged, on the one hand, among the oceans and terrestrial plants, and the atmosphere, on the other - usage of among is incorrect since we have only 2 groups
E.exchanged among the oceans and terrestrial plants on the one hand and the atmosphere on the other - usage of among is incorrect

In options having "commas" it complete ruins the comparison and use on the one hand and on the other . It's a run-on sentence. You can get down A & E , Idiom is Between X & Y , hence option A .

Use between when evaluating two options and among when evaluating more than two options. (used to indicate only a relationship of more than two entities.)
