There are two issues..
1) Josh has 20 years of typing experience.
2) so anyone looking for an efficient typist should hire Josh.

Clearly it is being made out that 20 years of experience is equal to efficient typist..
And A is talking about it.

I was confused between A and B.
Please can you explain why B is not the correct answer choice?

I think the answer should be "B". Let us assume that Josh has been a very efficient typist on a type writer, but what if the new system requires him to type on computer. For the conclusion to hold true Jose must be efficient typist on computer, which "B" actually assumes.

Both A and B upon negation weaken the conclusion of the author. Seems like a Debatable OA?

I think its clear A

For B, although the type of typing is identical for the new system, it does not mean that having an identical type of typing will always ensure the best of performance. (Lets say a programmer is familiar with Linux, it will not guarantee that he/she will be a good programmer with Linux, it will only gives you the impression at least he/she will be familiar with it)

Conditional statement
looking for an efficient typist to enter your data into the new system --------- > you need to look no further.
Now Connect premise to conclusion
Twenty year of experience means efficiency.
to counter check negate A
negated A will destroy the conclusion

A is better than B because of "new system", "efficiency typist" and "look for"

Clearly the choice is between A and B, as rest of the three options (C, D and E) present information out of scope of the passage.

IMO A is the answer because 'B' option has the word 'identical' in it.

We are considering an extreme when we say that the new system is identical to the old system. Even if we apply basic sense here, no new system will be identical to an old system, otherwise why would it be called a new system ;)
So even if we negate the option and say that -
The type of typing required for the new system is not identical to what Josh has been doing
This will not definitely break the argument, as Josh might or might not be the same efficient typist on the new system
