There is no use of price of milk.
Given profit: 11.11%
= 1/9 fraction
So 1/9 is our multiplication factor.

So let's consider he is selling 9 liter milk by adding 1 liter water and making it 10
So he is adding 1 liter water in every 9 liter of milk

Let the quantity of milk be x
quantity of water be y
Cost of water is zero
(85x+ y*0)/(x+y)= 85/111.11%
85x/(x+y) = 85/111.11%
y=1/9x
therefore in 1 litre y= 1/9
hence y = qty of water = 1/9 = 11.11% or 0.111
