Does it mean p=q?

It is a little non-restrictive than that.It means \(p\leq{q}\). So the max p can be IS q, but not more than that. But, it can be less than q.

No, that means that \(p\leq{q}\), p is less than or equal to q.

(1) p is not equal to q -> if p=2 and q=5 then the answer will be YES but if p=2 and q=7 then the answer will be NO. Not sufficient.

(2) p is greater than 2
Thus p will be odd.
Also we know that p is no more than q. So q is also odd.
So, sum of p(odd) + q(odd) = even.
So the sum is not prime.
SUFFICIENT.
