This DS question can be solved with a mix of basic arithmetic and TESTing VALUES.

We're told that neither Y nor Z is equal to 0. We're asked for the value of 12X/(YZ).

Fact 1: X/Y = 1/4 and 3Z = 12

Here, we know that X and Y are in the ratio of 1 to 4 and that Z = 4. Based on the way the question is written, this ratio data is sufficient. Here's the proof:

IF....
X = 1
Y = 4
Z = 4
The answer to the question is 12(1)/(16) = 3/4

IF....
X = 2
Y = 8
Z = 4
The answer to the question is 12(2)/(32) = 24/32 = 3/4

IF....
X = -3
Y = -12
Z = 4
The answer to the question is 12(-3)/(-48) = -36/-48 = 3/4

The answer to the question is ALWAYS 3/4
Fact 1 is SUFFICIENT

Fact 2: 12Y/(XZ) = 12

IF.....
X = 1
Y = 1
Z = 1
The answer to the question is 12(1)/(1) = 12

IF....
X = 1
Y = 2
Z = 2
The answer to the question is 12(1)/(4) = 3
Fact 2 is INSUFFICIENT
