How is this explanation justified, can someone please elaborate

You can see through this solution by taking number line into consideration. Take any number say n in number line .
You just have to note here that n will always be greater than n-1, and n will always be less than n+1
---------(n-1)-------n--------(n+1)---------
Ex: 4 will be greater than (4-1) and less than (4+1)
-3 will be greater than (-3-1) and less than (-3+1)

Now coming back to question, you can see now that a < a+1 and c-1 < c

Given statement (2) a + 1 < b < c - 1
We know that a < a+1 and and c-1 < c

Thus a < a + 1 < b < c - 1 < c
or a < b < c
