colon clearly separates two parts of the sentence.

My pick is B. D is also correct but I think colon makes that incoorect. After colon every part of the sentence must be equatable.

D is my pick.

The number of is always singular. A is out for this reason.

C & E seem to say that students have grown. Changes the original meaning. Out

Between B & D, D uses the present perfect to show an event that started in the past and continues now and maintains parallelism with tense. Uses singular has for the number of

According to Manhattan SC ":" can be used to equate 2 parts of the sentence and you should be able to insert "namely" after ":". Is that possible in D.

Issue in this : Number - > Have is wrong. Coma after enrollment is not a correct continuation. Are at a record high is wrong.
(B) enrollment, with a number of students in public schools growing steadily since the mid-1980’s and, at nearly 47 million, reaching
Issue in this : Number growing steadily means it is still growing, whereas the question statement says that it has grown but does not talk about whether it is growing now or not
(C) enrollment: since students in public schools have grown steadily in number since the mid-1980’s and, at nearly 47 million, have reached
Issue in this : The usage of Since after colon is not justified.
(D) enrollment: the number of student in public schools has grown steadily since the mid-1980’s and, at nearly 47 million, has reached
Issue in this : It should be Number of students in place of student..
