We have 5 variables here.
S1 gives us only 2 variable. Clearly, not sufficient.

S2 gives us only 2 variables. Not sufficient.

S1 & S2 combined gives us 2 different values of H. Therefore, we get 2 different values of 3H. Clearly, both statements together are also not sufficient.

Therefore, answer is E.
