Firstly, your recommenders will fill out an online questionnaire including a few essay type questions and a matrix in which they will need to evaluate you on a few elements (leadership, quantitative skills, etc.) - you can find these questions and the matrix online if you do a google search.
Secondly, it is more important that you get someone to recommend you who has worked closely with you and can speak to your strengths and weaknesses. Level/designation does not matter.
Make sure you work with your recommenders to develop your story!
