What about R3 particularly for international students?
Stern R3 is more or less equivalent to R2 of other schools, it doesn't impact your chances much. You can check the
decision tracker to get an idea. I checked 2018-19 application cycle, R2 had 40 applications submitted and 20 admits. R3 had 38 applications submitted and 17 admits. Although this data is just an indicator and not accurate picture, it is clear that there is no significant difference between the 2 rounds.
NYU knows that many R1 decisions come out in December and lot of good applicants will apply in Jan, so they would keep enough seats for R3. I'd suggest to apply and not worry about these factors much.
