Your
list is excellent (though I'm not sure about HEC for your area of interest -- it may well fit, I'm just not cognizant of its strength in operations mgt), and you’re a strong candidate overall for operations-focused programs. I’m really impressed by your work experience.
That said, while it makes sense to apply to the more competitive programs such as MIT and Insead, it’s much harder to obtain scholarship funding from them. It’s possible, but I wouldn’t expect it… So I suggest applying to a good number of programs if possible to maximize your chances for funding at a strong program.
Another program to consider is USC Marshall. It’s less competitive than, say, MIT, but more so than Carey. Obviously, Carey’s great strength is in operations mgt, and I believe it makes sense to apply to it as a safety, especially since you’re more likely to gain funding there.
