Public health official: Some researchers suspect that magnetic fields from high-voltage power lines can cause health problems for people who five feet especially near the lines. However, this is extremely unlikely: Beyond a distance of a few feet, the strength of the magnetic fields from high-voltage power lines is less than the average strength of magnetic fields in homes that are not located near such lines.

I still do not get it! The conclusion of the public health official is that magnetic fields from high-voltage power lines can cause health problems for people who five feet especially near the lines. How does he substantiate the conclusion really confuses me. For what I know that he uses an irrelevant example that follows"this is extremely unlikely"....
So what follows"this is extremely unlikely" is true??even if it is true, it still has nothing to do with the conclusion! Since the conclusion talks about "within 5 feets" and the argument talks about "beyond 5 feets"
