Discrepancy to reconcile is between sunset city having majorly retirees and residents of over 70 years while the city boasting of boutiques specialising clothing for Infants and toddler.
Answer D resolves that discrepancy.

This question reminds me of an OG question on Ice cream Purchase and Ice cream consumption here is the question stem Ice Cream.
There is a difference between purchase and consumption, this question goes in similar lines, Correct Answer must be (D) to reconcile the discrepancy!!!
