Eliminate B and C:
• "Where" locates the transmission at a precise place (the passage), and fails to suggest that Genuvia is a medium; both distort the meaning of the sentence.
• "Where there were" and "Where there was" are awkward.
• Finally, both sentences seem to suggest that transmissions occurred only once, not continuously.
In B: "at place X, (plural) Y happened (once)." In C: "at place X, (a singular) Y happened (once)."
