I think the answer is E

The statement says that the profits increased without an increase in revenue or volume of tourists.
Thus there has to be some decrease in costs for this to happe.

Option E shows the decrease in salaries (cost) and hence could be our answer.

ANSWER CHOICE ANALYSIS -

A) Doesn't matter from where the tourists are coming to the profits
B) Estimation doesn't matter
C) If the salaries were raised, expenses would have increased, leading to reduction in profits
D) Ease of entering into the country not related to profits as the number of tourists were same
E) CORRECT - there is a reduction in expenses

Contrary to a former estimation made by the head of the tourism industry of Country X, there was no rise in the number of tourists or in the average sum of money spent by each tourist in the past year.
