Option C
Straight fwd: Country B says- we have 1000 vs County A at 2500 Violet crimes/year.
Predictable flaw- the percentage of the actual population
and that is stated in option C
Rest all don't talk about the Violent crime rate etc

C should be the answer. Even B 's population is lesser then A's population , still B s crime rate i.e 1000 is quite close to A's crime rate .
B is not safe either.
C is the answer.
