Text is speacking about high lead tenent waste, how are they treated. But rather, i think the main thing is that landfill is high lead polluted. 
Then, It's mentoned that usually, high lead wastes are sent to another place. Then the boldface is adding that high lead wastes are recognised by a test wich is usally saying that wastes are not high enough lead.
