I would go with E because the majority of vehicles leaving Gainley’s biggest city centre head for another major city centre about 65 miles away
Fits the 50–80 mile rail corridor

As per the stem, we need to find an option that strengthens the notion that spending on the rail transit in Gainley County would be more efficient and solve the traffic congestion problem to a great extent instead of trying to solve the same issue via expanding the existing roads.

A. Major repairs to Gainley’s intercity road network would be necessary for building an effective rail transit system.
This option serves as an obstacle we will have to face if we choose to go with the rail transit plan. Hence, it's a weakener. Rejected.

B. A large proportion of drivers are from outside Gainley and are traveling over 100 miles to visit Gainley’s major city centers.
Our stem clearly specifies that we are talking about the rail transit between the major city centres lying 50 to 80 miles apart only. Hence, anything that lies outside that won't serve as a contender in supporting our notion. If anything, it weakens it. Rejected.

C. Over 60 percent of all drivers departing from rural areas of Gainley county are driving to rural destinations over 90 miles away.
Same as B. Rejected.

D. Several new express roads are being built in areas that are currently served by rail transit systems.
This basically rejects the idea that rail transit system will effectively work and wont require expansion of the existing roads to lower the traffic congestion. Hence, it's a weaker. Rejected.

If the majority of vehicles are to travel only within the city centre and in range of our rail transit system plan, that it'd be better to travel via a rail than using a vehicle that will only add to the traffic congestion. Hence, this idea strengthens the required. CORRECT.

We have to find an option which says that providing a rail transit between major city centres is a good plan.
A: Goes opposite to what we want to say.
B: Passage only talk about rail transits for cities which are 50-80 miles apart. SO we cannot say anything about 100 miles.
C: Same as B. Cannot say about 90 miles.
D: Same as A.
E: Correct.
