Careful*: \({2^3}^{2}=(2)^{(3^2)}=2^9\)
On the other hand, \({(2^3)}^{2}=(2)^{(3*2)}=2^6\)

\(\frac{{2^3}^{2} - {(2^3)}^{2}}{28}\)

\(\frac{2^{9}-2^6}{2^2*7}\)

\(\frac{2^{6}(2^3-1)}{2^2*7}=\frac{2^6*7}{2^2*7}=\)

\(\frac{2^6}{2^2}=2^{(6-2)}=2^4=16\)

*\(a^{m^n}=a^{(m^n)}\) and not \((a^m)^n\). So the first term in the numerator is \(2^9\). The converse of the initial statement is also true. The second term in the prompt has one exponent inside and one exponent outside the parentheses. That placement of parentheses and exponents mimics this term: \((a^m)^n\) -- and not this term: \(a^{(m^n)}\) . The second term in the numerator, in other words, is \(2^6\).
