So area of matting is 16*14=244 square inches.

The area of the matting = (10+3*2)*(8+3*2) = 16*14 = 224 sq inches.

Matt is generally a window that surrounds the photo so I would assume that it starts from the edge of the photo and extends 3 inches beyond on each side. It is like a border around the photo. But this clarification is not provided in the question.
Since the photo's dimensions are 10 by 8, the matting's outer dimensions will be 16 by 14 (3 inches extra on either side).
So area of the matting will be 16*14 - 10*8 = 224 - 80 = 144
Answer (C)
