Is y > -8?
(1) y = 2013^2 - 155^3 - 23^4 : Sufficient : Simple calculate the value.
(2) y > (2w - 3x - 1)^2 : Not sufficient : We have no clue about w, x. We can put any value per choice.
So IMO, the answer is A.

I think answer will be D.
From statement 1,
we can determine the Exact value of y. so it is sufficient.
From statement 2,
you can the any value of w and x. But (2w - 3x - 1)^2 always positive . So y is more than minus(-) 8 or y> -8.
It is sufficient.
