Given that the ratio of R:B:Y:O is 7:4:3:2
let x be the multiple or in other words the balls are in the ratio 7x:4x:3x:2x
Statement 1:
7x = 12 + 3x
4x=12
x= 3
Hence the number of blue balls are 4*3 = 12
Statement 1 is sufficient
Statement 2:
R:O = 2:1
Which is exactly given in the question stem 4x:2x is 2:1
Hence Statement 2 is not sufficient

Since statement (2) doesn't provide new information, you can confidently eliminate choices BCD
